    Revert "Change from group 1000 to root as per discussion with Robert."
    PREFIX/etc/config should be group XORP not ROOT
    The correct fix is to move the chgrp to postinst.
    I'll make that change in pending autoconf imrpovements.
    Meanwhile, use gid 1000.
